An emergency Arab Summit convenes in Cairo to discuss the ongoing crisis in Gaza and broader Palestinian issues. However, the decision by Algeria and Tunisia’s leaders to skip the summit raises concerns over the level of participation and its potential impact on the event’s final resolutions.

Arab Leaders’ Participation and Absences 

Cairo extended invitations to all Arab League member states, emphasizing the importance of full participation. An Egyptian source confirmed that while Algerian President Abdelmadjid Tebboune and Tunisian President Kais Saied would not attend, Tunisia is sending Foreign Minister Mohamed Ali Nafti as its representative.

Official Statements on Representation 

Tunisia reaffirmed its unwavering support for Palestinian rights, advocating for the establishment of an independent Palestinian state with Jerusalem as its capital. Egyptian officials downplayed the absences, emphasizing that formal representation—whether by a head of state, minister, or diplomat—ensures a country’s involvement in the summit's decisions.

Expert Perspectives on Summit Dynamics

Ambassador Mootaz Ahmadein, Egypt’s former envoy to the United Nations, explained that participation at any level signifies official engagement. “If a president attends, it’s ideal; if a minister or representative is sent, it remains valid diplomatic participation,” he noted. He also highlighted that even in cases of complete absence, summit decisions are made by consensus.

Agenda of the Emergency Summit 

According to the summit agenda, the official reception for delegations will commence at 3:00 PM Cairo time, followed by the opening session at 4:30 PM. A Ramadan iftar will be hosted for attendees, leading into a closed session and final deliberations. The summit is expected to conclude by 8:30 PM with a public announcement of the final statement and agreed-upon resolutions.
